No. Dogtoof Miniatures pride themselves on using the Oldschool sculpting methods and materials that were in use before the advent of powerful 3D sculpting programmes. Every single figure is sculpted by hand.
All of Dogtoof Miniatures products are sculpted in house (literally) by Simon who simply has a passion for sculpting miniatures inspired by the ones which started his interest in the hobby during the late 80s and early 90s.

No, bases are not currently included with my miniatures. This is due to there being such a wide range of sizes and shapes used by hobbyists.
